I am a teacher and had a boss last year commonly referred to as "Godzilla". Zilla as her staff called her had (and I still believe has) many favourite terms that she would haul out and overuse. Our personal favourite was "Academic Rigour" used in the context of "You must ensure that your teaching programs and learning experiences (another favorite) contain academic rigour and that they are academically rigourous for the children."

I think it means, "Beat up on the kids so they'll be prepared to get beat up on in adult life."
