Perhaps you could include some information on how to obtain the rights to publish a picture, i for one am hazy on this matter.

If an image is copyrighted, you must get permission from the copyright owner.
The copyright on all images is owned by their creator. This means that you will have to contact them in order to obtain permission. If an image is in the public domain, then this means that no-one owns it, and you can use it without permission.
