Mr. Chairman;

I would like to take the initiative today to foster formal diplomatic relations between our two nations.

For far too long my country has gone its own way as far as diplomatic relations are concerned. Historically and philosophically we have relied on trade and private enterprise to foster all of our relations. This has served us well, but in an ever shrinking world we have come to the realization that we must do better.

In that vein and for the purpose of communication and in the spirit of diplomacy I take this opportunity to put forth the hand of friendship in order to foster better relations outside of the economic sphere.

I have taken the liberty of assigning Mr. Ralph Connor as Ambassador-Plenipotentiary designate to the Catai Comonwealth.
