In response to your recent inquiry, and on behalf of the federal cabinet, allow me to propose a trading agreement between Torentine and Lindossė. Our two countries enjoy a similar standard of living and level of economic development, but we have been blessed in different ways. For example, while Lindossė is abundant in fruits of the soil, we lack significant deposits of iron ore. Consequently, we desire a wide-ranging free trade agreement to remove mutual trade barriers (including tariffs) on all goods traded between our two nations. The only sectors excepted from this agreement would be weapons and military technology, and any sectors which are state-owned or subsidized. If, however, you are not prepared to enter into such a comprehensive agreement at this time, we ask that you consider a mutual elimination of trade barriers in the following sectors that present the greatest opportunity for mutual benefit:
We believe that Torentine merchants and Lindossėan merchants will appreciate the opportunity of tapping new markets, and that the businesses and consumers of both of our countries will benefit from the resulting lowering of costs and increased availability of a variety of goods. Omission of trade restraints will allow for flexible economic growth and increase the competetive dimensions of both nations. As both of our nations have different strengths, this will allow us to access a more equalized resource base. I propose that we work out any details and commence with the necessary legislation to render the agreement active. After careful consideration and deliberation, I am commanded by His Sacred and Imperial Majesty's Government to give notice that the proposal given by the Torentine Empire is accepted in principle. The Realms of the Crown of St Stanislaus are prepared to supply the Torentine Empire , through its ports at St Pietersburg and Moskovaskaya, ample quantities of Cotton and Fruit. Regrettably there is a limit to what precious metals we can offer, but I have been directed to give further notice that His Sacred and Imperial Majesty's Government looks to the Torentine Empire as a most favored nation in this regard. After careful consideration and deliberation, I am commanded by His Sacred and Imperial Majesty's Government to request the assistance of the Imperial Torentine Government in technical matters of a geographical nature. The Realms of the Crown of St Stanislaus, through the good offices of the Sacred and Imperial Chancellor, His Most Sacred and Imperial Highness Alexei, wish to confirm reports that the cartographical data supplied by the Crown mapmakers are...'erroneous', as I am told. This is most probably due to the fact that our ancient and dated methods are somewhat inaccurate, and reply so much on information collated from censuses from The Sacred and Imperial Archives. Commercial interests are likewise welcome to approach, and I am certain that there is no need for public bidding on such an esteemed project. His Sacred and Imperial Majesty's Government is likewise prepared to waive, on our part, any and all requisite fees, including customs duties, for materials and equipment necessary for this project, and is prepared to subsidize such expenses that may arise, as always. The Torentine government had the same revelation in the not too distant past and have made it a point to become quite skilled in the areas of surveying and statistics. We would be delighted to be of service to our venerable ally and share our methods and technology. Torentine will send a team of adept professionals along with some graduate students in the field from Radiant University's school of Cartography, Photogrammetry, and Surveying. Salaries of the professionals are paid by the university making the actual survey no great cost to your nation. We only ask that Translithania host the expedition which would include: transportation, clothing & gear, provisions (food and lodging) and professional guides to help traverse the extreme terrain and climate of your country.
