From what I've been able to gather, as most records have been either lost, locked or destroyed, there was no single entity responsible for the creation of the monsters. Or nothing that could be considered to be just "one organisation" but was really something masterminded by several individuals who had high level access to multiple companies and scientific installations. Most of them received what they thought were "orders from the top" and acted on them.
If I had to say it was down to one person, it would have to be the GrandMaster. Only he was able to bring it all together at the end level to capitalise on the whole effort, but he didn't start everything by himself. I'm guessing he had accomplices and colleagues, either working with them or bumping them off when the time was right. But if he hadn't done it, someone else would have anyway. |
