Clothes : Caisuke wears a White Shirt with a Black Mc Donalds Sign upside down, and wears Red Skinny Jeans. His Shoes are White Black and Red. He Also wears Black Shades because When he is in Control of his Element He Becomes Partially Blind.

Description : Caisuke Is from the Cloud village but Was Outlawed due to the Fact that instead of Being able to Control Thunder/ Clouds. He was Only Able to Control Ice. Caisuke is also of the Inuzuka Clan. Caisuke is an Easy-going Slacker whos Bark is Weaker than his Bite. Caisuke Loves to make friends.

Special Abilities : When Caisuke Begins using his Black Ice Chakra his Eyelids become Ice, Leaving him Partially blind, but his Sense of Smell, Touch, and others are all enhanced. Caisuke Is very voulnerable to Weaker Ninja's and also to Ninjas who control the Element of Fire.

Need a history atleast a 1 paragraph long. Reasons why he is outlawed of this 'unique' ability. WHy would cloud out law it anyways?
