Grand tornado - Creates a full scale tornado, the user is defended. Requires a large sum of Chakra
Grand hurricane - Creates a full sized hurricane, the user is held in the eye, unable to leave until he cancels. Requires a mid sum of chakra to start it, and then small amounts each 5 minutes.
On Yukuengi, we tend to ignore the normal jutsu "ranks", as in D,C,B,A,S, and grade it more on the jutsus strength. And it doesn't take too long to "master" a jutsu, I suppose it will take no more then a week of sometimes mentioning you training it. However, you'll have to talk to one of the owners to confirm this.

Well, if it's a custom jutsu or a jutsu you saw on the anime and no one discovered it yet, then "invent" the jutsu and ask a gm to approve it with their set penalties depending on how strong it is. If someone knows it then you would have to learn it from them, or get the idea on your own and then "re-invent" the jutsu. If you aren't clear if anyone knows it then ask a gm, but other than that yea.
For mastery, I would say it depends on the strength level of the jutsu (whether it be E,D,C,B,A,S) common sense saying the higher ranked the jutsu the longer it takes to master. If you're still unsure on how long it would take to master ask a gm and they should point you in the right direction.

Well when inventing or reinventing a jutsu, before you even think about training with it, ask a gm if its allowed. Or start a thread for inveting or re inventing a jutsu have the rp for it and so on. But the quickest way is asking a gm if your invented jutsu is allowed or not.
