A friend sent me this via email for a friend of his. The era we're looking at here are the late 70s/early 80s. Does this ring a bell with anyone?

There's a killer active in some big city. The main character - I believe - was a woman. I think she might have had some sort of psychic link with the killer. The killer was pretty much an unknown villain, so not a main character from the story that has his identity revealed at the end. I remember the killer to be tall and bald. There were these weird sequences throughout the movie involving the woman: she often spots (commercial) billboards with faces - or posters with one particular face, might also be the case - throughout the city, and most of the time the faces displayed on these billboards have their mouths torn open (just the paper that came loose around the mouth). I remember a couple of those billboards were filmed in slow-motion so that it appeared as if the faces were laughing at her (one of those posters might have been displayed on a bus or a truck passing by). I think these visions were supposed to be omens of some sort, connecting her (as a psychic) to the villain, inevitably leading to a climax where she might become his next victim. I remember the climax to be the villain and her  (and/or maybe some cop) chasing each other through some gritty-looking, rundown building. Then someone almost falling down from the building, but hanging on to something. While his/her feet are struggling to get a hold on the wall he/she is hanging against, they tear a piece of a poster on a billboard. The poster has a face on it of which now the mouth is torn open just like the woman saw in her 'visions'. (at least I think this scene was part of the climax; might perhaps also be a scene happening earlier in the movie)

That's about all I can remember from it.

Any idea which movie this might be?

I'm guessing it could be a pretty obscure made-for-TV movie from back in that era.

It's not The Killing Hour aka The Clairvoyant (1982)
It's not Fear (1990).

I'm thinking it's the 1979 TV movie MIND OVER MURDER, directed by Ivan Nagy. Deborah Raffin is the lead, having psychic visions and being stalked by a chrome-domed killer. Bruce Davison, David Ackroyd, Andrew Prine and Robert Englund co-star.
