I didn't see any mention of this on the forums so I thought I'd bring it up.
Blue Falcon and Dynomutt are pitted against the Blimp, a balloon-themed baddie who plots to steal the city's supply of helium and use his blimp ray to make the town's inhabitants swell up like balloons. It's a pretty cool scene and a number of people fall pray to the blimp ray as you can see in the second clip, roughly 3 minutes in.
