The site mentions that I can upload a Jpeg file. I've tried uploading my own as an Avatar, and it is within the guidelines of size and file size.

But no matter how many times the attempt is made, I get nothing. So I tried the same method with a PNG and a JPEG-2000, and still nothing appears.

Although, another thing to note is that I don't have permission from the administrators to upload a jpeg in the first place.

I decided to start a topic here in regard to this, because it'd be a little unethical to repost my situation in a previously existing topic nobody has touched since 2007.

There's no restrictions to off-site avatars: upload yours here, then stick the direct link to the image in the appropriate box:

Funny that the upload didn't work though. I've only ever used off-site images. Is uploading problematic for everybody?

I always have to save mine to my computer, then upload them into...whatever it is I use, I think it's PhotoBucket. Then I can link from there.

It's always a pain in the ass, because I forget what order to do things in, but it generally works out in the end. :)
