The name is rather misleading. The only thing permanent is that the hardware that's flashed becomes useless. So the user replaces the hardware and brings their stuff back up again... hardly permanent; in the end it's just [really long] temporary downtime. They should call it something like FDoS - Firmware or Flash Denial-of-Service attack; or PDoS - PhlashDance Denial-of-Service attack. Saying it's a 'Permanent' DoS is just a way of making it sounds sexy. (Not that it isn't incredibly nasty though, I know a guy who wrote some 0 days with the same idea in mind.)
