I was thinking we need a looming danger, either a fast apposing storm or terrible proportions, hunter after the wolves, or something worse?

What about an epidemic? Some form of sickness that starts spreading through the pack. Hmmm....some form of predator not just hunters something bigger possibly? How about even a pup killer? Someone or something that's stealing the young. Ooooor yeah a storm that destroys the environment around their current location making them have to move. They could sent out scouts or something to find it.
